I can't speak for every Company/BN within group, so understand that SOPs might be different than what I say.
To that end; my BN just spent 5-6 figures on wall lockers alone. The current guidance is anything that is on your clothing record "is required" to always be accessible in your wall locker at the unit. I put that in quotations because, like most rules, it's designed more to protect the privates.
If I take my ruck, vest, and cold weather gear home because I want to train in the mountains, nobody is going to stop me. "Accessible in my wall locker" really just means I should always able to get to my TA-50, right?
So as long as my stuff comes back to the unit, no harm no foul.
Just don't be the dude who doesn't read the drill letter, leaves his TA-50 at home, and then is surprised there's a 100% layout and now you're paying a statement of charges.
